Palladium – Electronic Warfare Technology

Project Palladium was a Cold War CIA electronic warfare and deception program that used radar spoofing and calibrated metalized spheres released from submarines to project “ghost” aircraft, providing a historical precedent for explaining modern military UFO/UAP sightings as advanced electronic spoofing or signature management exercises. Cold War Deception Origins
  • The System: Project Palladium was designed to fool enemy radar operators (such as those tracking airspace near Cuba) into seeing phantom aircraft by coordinating real flights, radar cross-sections, and floating metallic spheres. [1]
  • Tactical Illusion: Operators could manipulate electronic signatures to make false targets appear, move, or vanish, confusing adversary defenses. [1, 2]
    Connection to Modern UAP/UFO Sightings
    • Radar and Sensor Spoofing: Analysts have suggested that some inexplicable movements or “defying physics” characteristics recorded by military pilots (like the Tic Tac encounter) could stem from advanced electronic warfare, radar-spoofing technologies, or hologram generators rather than physical craft. [1]
    • Concealing Classified Tests: Investigations by bodies like the Pentagon’s All-domain Anomaly Resolution Office (AARO) have shown that the U.S. military historically used false narratives, localized disinformation, and unrecognized technological signatures as camouflage to protect secret aerospace development projects. [1, 2]

    ELINT – In 1958, the OSI made the first significant attempt to measure the power of a radar for intelligence gathering, known as the Quality ELINT program. It consisted of installing electronic measuring equipment into a C-119 aircraft, and flying missions, disguised as supply-runs, through the air corridors of Germany.[2] This led to the MELODY and PALLADIUM programs, which attempted to gauge the power and sensitivity of Soviet ground-based tracking radars using “ghost aircraft”.[18][19] These programs were integrated into the DDR upon its formation, under the Office of ELINT.[2][3]

He reflects on many UFO hoax cases and points out that some enthusiasts believe a story to be true simply because it is repeated so often, without regard to real evidence.     “On a cloudy night in Kent, Milton Torres, a US air force fighter pilot based at RAF Manston, was scrambled to intercept a UFO. Ordered to go full throttle towards East Anglia, within minutes he was 15 miles from a mysterious blip that looked as big as a B-52 bomber on his screen. He was ordered to fire a full salvo of 24 missiles, but before he could, the object vanished.

    Details about the incident, on May 20, 1957, appear among 19 files released by the Ministry of Defence and newly revealed by the National Archives. It is the second tranche of UFO files to be made public since a handful were released in May.”

    Wednesday afternoon lecture, “The Science and Technical Wizardry
    of Intelligence: America’s Crown Jewels of Espionage,” had come
    and gone with minimal disclosure by Poteat on the CIA’s part in
    covert testing. Poteat (president of the Association of Former
    Intelligence Officers and ex-CIA agent who had worked in the
    Science and Technology Directorate, as a scientific intelligence
    officer) was the manager for the development and operation of
    special reconnaissance systems for the U-2, SR-71, and various
    other space and naval reconnaissance vehicles. He developed and
    implemented new intelligence methods to detect low observable
    (stealth) aircraft by foreign air defense radars.

    It was a remarkable lecture because Poteat stated he was able
    to electronically create a “phantom blip” on radar. By turning a
    few dials, he could make the phantom radar blip do extraordinary
    things – go very fast, slow to a stop, move up or down, or
    disappear, simply by manipulating the dials. One story involved
    a military airbase that sent a jet fighter out to intercept “the
    blip.” The pilot had the blip on his on-board screen, but had no
    visual, even though he should have been on top of the “craft.”
    Even though he did not have a visual, he claimed he had the
    target in sight and fired a missile claiming to have “taken it
    out.” (I later read in Body of Secrets, by James Bramford, that
    the jet was Cuban and involved ferret craft flights.) This
    information suggests that some of the so-called radar evidence
    for “UFOs” will need to be discounted, as they can be explained
    away by the CIA’s experimental technology.

    Lunch With A Grumman Engineer (page 161 – 162)

    During lunch in the Regal Dining Room with a man and his wife,
    whose company I enjoyed (they are not public figures and these
    were private conversations), this man volunteered that he had
    been an engineer for Grumman’s experimental craft operations on
    Long Island. He stated that the EA6B had the capability of
    “disappearing” from radar after a certain switch was turned on.
    He was the contact person for the Center for UFO Studies (CUFOS)
    in Long Island because of a sighting he had had many years years
    earlier, and because he wanted to bring a more scientific
    process to the investigation of UFOs. ”

    I found cruising and vacationing with spooks, as an American
    taxpayer, truly enlightening and educational. BTW, I found most
    people who serve their country as intelligence personnel to be
    very patriotic, highly intelligent with a sense of humor. KK
