Introduction
Chairman, Ranking Member, and Members of the Committee, thank you for the opportunity to submit this statement. I am an active-duty U.S. Navy Senior Chief Petty Officer (Operations Specialist) with approximately 23 years of service. During the incident described below, I was serving aboard USS Jackson (LCS-6). I am providing this testimony in my personal capacity; the views expressed are mine and do not represent the official positions of the Department of Defense, the Department of the Navy, or any subordinate organization.

Executive Summary

    • Date/Time/Place: 15 February 2023 at approximately 1915 PST in the W-291 Warning Area off the Southern California coast.
    • Vessel/Role: USS Jackson (LCS-6); I was in and out of the Combat Information Center (CIC) and the bridge wing during the event.
    • Phenomenon: A self-luminous, “Tic-Tac”-shaped object was observed emerging from the ocean (transmedium), then linking up with three similar objects. All four departed simultaneously in a highly synchronized, near-instantaneous manner. No sonic boom or conventional propulsion signatures were observed.
    • Sensors/Evidence: Objects were detected on multiple sensors, including radar, and video was recorded inside CIC using a Star SAFIRE multi-spectral EO/IR system; location and time stamps are visible in the source video frames published by journalists.

Background and Duties

As an Operations Specialist and watchstander, my responsibilities include the integration of sensor tracks, air and surface picture management, and safety of navigation. On the evening in question, the ship was in transit within W-291. CIC operators were actively monitoring the EO/IR feed and radar picture; I moved between CIC and the bridge wing to correlate sensors with visual observation.

Incident Narrative (Chronology)

    1. Initial awareness: Anomalous returns and/or cues led to focused observation on the EO/IR display within CIC. The object under observation presented no visible control surfaces and no exhaust plume—features inconsistent with conventional aircraft or drones as typically seen on SAFIRE in similar environmental conditions.
    2. Transmedium emergence: I visually observed a light rising from the waterline, consistent with a platform emerging from the ocean rather than distant surface lights or celestial rise. This was corroborated by what was being viewed on the SAFIRE display.
    3. Formation of four: The emerging object linked up with three additional “Tic-Tac”-like objects. The four maintained relative geometry consistent with a controlled formation.
    4. Synchronized departure: All four objects departed at the same moment, with an
      acceleration profile that, subjectively, appeared near-instantaneous. No sonic boom or other acoustic signature associated with high-speed flight was perceived. Radar picture no longer displayed the objects immediately after departure.

Sensor Corroboration and On-Scene Collection

    • EO/IR (Star SAFIRE): CIC crew recorded hand-held EO/IR video of at least two of the objects. The released, stabilized footage includes timestamps, lat/long, and platform readouts consistent with USS Jackson’s location in W-291 at the time of the encounter.
    • Radar: The objects were described as detected on multiple reconnaissance platforms including radar; shortly after the synchronized departure, the tracks dropped. (I observed the radar picture no longer displaying the objects immediately after their departure.)
    • Kinematics/Signatures: Across EO/IR, we did not observe standard propulsion signatures (heat plumes, exhaust) or control surface articulation commonly associated with fixedwing or rotary-wing craft. An approximate altitude reference (“~22,000 feet”) is reflected in conversation among CIC operators in the published transcript excerpts.

Context and Recurrence

Based on long service in the region and the public characterization accompanying the published materials, unidentified objects are reportedly encountered with some regularity in the operating areas off Southern California—the same general vicinity associated with the 2004 “Tic Tac” incident. My experience that night is consistent with the assertion that the area merits systematic, stigma-free observation and reporting.

Post-Incident Actions (to the extent unclassified)

    • Collection: CIC personnel recorded the encounter on Star SAFIRE, with data overlays showing time/location and made appropriate reports to the Tactical Action Officer (TAO).
    • Awareness: The incident details and source video screenshots were later published by journalists, including the date/time, coordinates, platform, and crew dialog excerpts.
    • Public Testimony: I subsequently described the encounter publicly with journalists Jeremy Corbell and George Knapp to ensure an accurate, first-hand record exists and to reduce stigma for other service members who may have similar observations.

Conclusion
On 15 February 2023 near the Southern California ranges, I witnessed—corroborated by shipboard sensors—four Tic-Tac-like objects, one emerging from the ocean, then departing in synchronized fashion without conventional signatures. The event was recorded from within CIC and has been publicly documented with time, location, and platform details. I submit this statement to assist the Committee in improving safety, reporting fidelity, and analytic rigor regarding Unidentified Anomalous Phenomena in U.S. operating areas.
