Chairwoman Luna, Ranking Member, and Members of the Task Force, thank you for the opportunity to testify today.

My name is Jeffrey Nuccetelli. I am a former military police officer with sixteen years of activeduty service in the United States Air Force.

I am here today because the American people have both the right and responsibility to know the truth about Unidentified Aerial Phenomena.
That truth remains hidden — classified and silenced by fear, retaliation, stigma, and confusion.
Today, we are here to help break that silence.

Between 2003 and 2005, five UAP incidents occurred at Vandenberg Air Force Base, home to the National Missile Defense Project, a top national security priority.
At the time, we were conducting launches deemed by the National Reconnaissance Office as “the most important in twenty-five years.”
These facilities were vital — and they were repeatedly visited by UAP.

Each incident was witnessed by multiple personnel, documented, investigated, and reported up the chain of command.
We sent information up, but no guidance came down.

I personally witnessed one of these events and investigated others.
Six other service members — all direct eyewitnesses — have provided the information I share today.

The incursions began on October 14, 2003, when Boeing contractors reported a massive, glowing red square silently hovering over two missile defense sites.
After several minutes, it drifted east and vanished behind the hills.

This event — now known as the Vandenberg Red Square — was later referenced by Representative Luna during the first public hearing on this topic.
Official Air Force records documenting it are now held by AARO and the FBI.

Later that night, while I was on duty, security guards at a critical launch site reported a bright, fast-moving object.
As I responded, the radio erupted with panic:

“It’s coming right at us… now it’s right here!”

Moments later:

“It took off — it’s gone!”

When I arrived, five shaken witnesses described a massive rectangular craft, larger than a football field, that hovered silently for about 45 seconds before shooting away at incredible speed.

About a week later, another patrol reported a strange light over the ocean, heading toward the base.
Believing it to be an unannounced aircraft, they declared an emergency and launched an armed response.
Before forces arrived, the object descended, hovered briefly or landed, then vanished instantly into the night sky.
The witness was later threatened and told to kept quiet about the incident, discouraging further reports.

And after that, things stayed quiet until 2005, when a patrol reported a massive triangular craft, larger than a C-130, hovering low over the main base. It drifted silently across the installation before disappearing into the night.

And then, I had my own encounter.
I was off duty, sitting in my backyard at night with two friends, and we noticed what first appeared to be a satellite — but its rhythmic pulse was unlike anything we had seen.
As we watched, it started maneuvering like a butterfly and would vanish and reappear in a different patch of sky. The object dropped steadily in altitude, and it vanished, then reappeared 200 feet over my house. It was a huge glowing orb of blue-white light, but it appeared solid and the light did not radiate from it. It vanished again, and reappeared a moment later in a different position. The orb then gently accelerated and we watched it for about 40 seconds as it receded into the night sky and became indistinguishable from the stars.

These events profoundly changed my life and the lives of my friends and coworkers.
They were not rumors or misidentifications — they were unresolved incursions over one of our nation’s most important bases.

We stand at a pivotal moment in history.
The question is no longer whether these events are real — but whether we have the courage to face them. True leadership requires vision — a willingness to confront the unknown with transparency and resolve.

So I ask Congress to help We the People enact this vision. There are three goals—

    1. Fund independent research and treat UAP study with the same seriousness as any other scientific field.
    2. End secrecy and overclassification. Transparency is the foundation of truth — without it, witnesses like me are dismissed, and the truth remains hidden.
    3. Protect the witnesses. Many stay silent out of fear — for careers, reputations, even safety. Protect them, and you embolden others to come forward.

These phenomena challenge our deepest assumptions about reality, consciousness, and our place in the universe.
Exploring them could unlock transformative breakthroughs in technology, biology, and human understanding.

Let this be the moment when America chooses courage over fear, transparency over secrecy, and progress over stagnation.

Let’s show the world that our nation leads not only through strength — but in the fearless pursuit of truth.

Folks like Jeffery Nuccetelli, a former security officer at Vandenberg Air Force Base.
-Leading up to that hearing, it’s hard to describe how I was feeling.
The anticipation, I’ve been waiting for this for it seems like my whole life.
To me, it was like watching the biggest Super Bowl ever. And then Representative Luna brought up
the Vandenberg case… -My next question would actually be for Mr. Graves…
-And I literally fell out of my chair. I literally could not believe it was happening.
-Can you please explain to me in detail the event that occurred at Vandenberg Air Force Base?
-Certainly. In the 2003 timeframe,
a large group of Boeing contractors were operating near one of the launch facilities at Vandenberg Air Force Base.
-I was stationed there in 2003. At that time it was part of US Space Command and our primary
mission was to develop tests and launch space assets. Rockets and test technology to defend the country against
incoming ballistic missiles and other threats of that nature. The day began as a normal day.
I showed up to work and as I pulled in, I could tell that there was something going on.
Just all of a sudden everyone starts to try to tell me this story about a real-world UFO event that had
occurred that morning. -They observed a very large red square,
estimated to be almost the size of a football field, approach the base from the ocean and hover at low altitude
over one of the launch facilities. This object remained for about 45 seconds or so before darting
off over the mountains.
-Very quickly I realized, you know, that this is not a joke. They’re not pranking me, that this is a real event that occurred.
And then sometime after dark, a radio transmission came in over the net.
“Be advised, we have strange lights over the ocean.”
-My name is Chaz King. I was on duty the night of the incident.
Probably between 12:00 and 1:00 in the morning, we were all in the intra-control facility, which is kinda like a big glass building
that oversees everything. It started out as, like, a big ball light
over the ocean off the coast. Everyone kind of was like, okay, sometimes we have planes fly into the flight line area.
Just got our attention but nothing out of the ordinary until it started to come towards
our position. -I was getting ready to jump in my car and head to that location.
And then just all hell broke loose. The radio transmissions start to pour in.
People started to scream. -As it became closer and closer to our position,
you could no longer see the light. You could just see a massive object in the sky. It stopped and hovered,
right over the coastline. It was so massive, it was almost like a football field long. There was no propulsion systems, no lights,
no audible sounds, and it just hovered there.
I remember the five of us looking at each other, kinda dumbfounded, in disbelief. There was excitement, a little bit of fear,
a little bit of panic, a lot of chaos. [Jeffrey Nuccetelli] And that’s when it became very difficult to hear the transmissions.
These are people I’d spent years with. We were very close,
and they’re not people that are easily frightened or intimidated, and they were frightened and they
were terrified and they were screaming for help over the net. [Chaz King] After a few seconds we kind of sprung into action.
That’s what we’re trained to do, but then it just shot away up the coastline, seemed like it was a million miles an hour,
like it was shot out of a cannon and then it was gone. -Was this documented in any official form whether
it was a police blotter? -Yes, they had official documentation and records from the event that the witness held over the years.
-So this is the Security Forces blotter, and this is the actual record of the event.
The title is Patrol Response, Unidentified Flying Object. So that’s how it was officially logged, as a UFO.
[Chaz King] We received a briefing, the next tour of duty, that it was an unauthorized aircraft landing. And I remember all of us kind of looking at
each other puzzled. One, it never landed. Two, the airfield wasn’t even open that day.
I know personally, I can’t explain it. I’ve never seen anything like it in my life. The way it hovered, to make no sound,
to have no propulsion system. Our aircraft don’t do that. [Jeffrey Nuccetelli] At the time,
I didn’t know what to think other than, this is extraordinary. We didn’t have any kind of protocols in place to deal with
an incident like that. But we upchannelled all the information that we had to higher headquarters.
And then we would drive around just trying to keep an eye on the sky.
[Jeffrey Nuccetelli] Me and the people that experienced the Vandenberg encounters, we talked about it pretty regularly for a while.
[Chaz King] Having conversations with family members, friends, “Do you think it was, you know, an alien?
Do you think it was this?” I can only describe that, I’ve never seen anything like it.
You’re always looking at the sky, wondering will it come back? What was it? And then, you know, 20 years later I’d kinda locked it away after being told
to just forget about it. -Some people believed it, other people didn’t. And some people got very uncomfortable.
And we realized, people really don’t know this is real, and they think that we’re, you know, we’re making it up.
After a while I really just quit talking about it. There was really nowhere to go,
and then I found the Merged podcast with Ryan.
-Welcome to Merged. I’m Ryan Graves. I wanted to create a platform where pilots and reputable
professionals could discuss this topic, safe from ridicule.
-I said, this guy seems like someone that I can trust, that will take me seriously.
And I stayed up all night one night typing up emails.
It took a lot of courage, but I hit that send button, and I think within hours he replied.
And then things moved very rapidly from there. Ryan introduced me to some lawmakers,
and then eventually to the investigators at AARO. So I provided them all the documentation I had,
I gave them additional witnesses that they could follow up on. They’re looking for historical records that could
back up the story. And they’re gonna find if there is any radar data. Vandenberg is covered in cameras.
There might be some video or still pictures. Hopefully, they can get enough information where they
can try to resolve the case.
-Jeff, thanks for joining me today. -Thank you for having me. It’s a pleasure. [Jeffrey Nuccetelli] I ended up being invited onto the podcast,
and I thought to myself, you know, what are you doing, man? You’re getting ready to go out in front of the whole world
and talk about UFOs. We want the stigma reduced. The big shift now are people like you and some of the other
people that are, have come out in the open and be like, these events are real.
They’re happening. We’re in the fight now. -One step at a time. Well, Jeff, thanks for coming on… [Jeffrey Nuccetelli] I think the more witnesses we can
encourage to come out, especially if they have some kind of data or evidence, the stronger position that we will be in to force
